Vehicle owners are not required to maintain an inventory of all chargers and other stationary charging equipment, such as a 120-volt plug and matching socket. When a vehicle owner operates a stationary charging station at a location away from the owners residence or office, the vehicle owner must maintain a written inventory and record of the charging equipment at that location. The inventory must document the address of the location, the serial number of the charging station, the date the charging station was placed at the location, and the use of the charging station.


Electricity companies may offer to EV charging stations, at their expense, the Net Metering . Net Metering is an open access program, and an energy provider may offer a customers EV charging station the Net Metering benefit if it has not enrolled the customer in its net metering program. If the customer has an active enrollment in the providers net metering program, the energy provider may allow the customer to withdraw the Net Metering benefit provided to the customer and use the benefits in lieu of the EV charging stations electricity price.


Funding for the ZEV Infrastructure Advancement Program (ZIP) by CARB was awarded to the California Public Utilities Commission (CPUC) to provide infrastructure investment opportunities for low-income and disadvantaged communities as part of the ZEV Program Implementation Task Force. To date, $7.3 million in CARB-administered state, federal, and locally-generated funds have been awarded to the program, which includes four ZIP funding streams for low-income, disadvantaged, multi-unit residential properties, low-income commercial properties, a community transportation funding stream for low-income communities, and a public transit funding stream.
